Chrome often places new extensions under the puzzle-piece Extensions menu. Click that menu and pin Eat My Cookies so it stays visible in your toolbar.
Open Eat My Cookies, then use the language selector in the popup or settings. If the extension is not pinned, open it first from Chrome's Extensions menu.
